About this opportunity
This notice of funding opportunity from the Department of State Bureau of Population, Refugees, and Migration (PRM) seeks cooperative agreement proposals from non-governmental organizations (NGOs) to implement programs benefiting vulnerable refugee, asylum seeker, and migrant populations of concern in South America. Eligible activities should primarily target Venezuelan and Colombian individuals in Brazil, Colombia, Ecuador, and Peru, filling gaps in assistance not covered by other organizations. Proposals will be evaluated competitively based on criteria such as needs assessment, objectives/indicators, coordination, and sustainability. Applications are due by April 18, 2024, with anticipated awards made by September 30, 2024.
Proposed programs can range from $500,000 to $8,000,000 depending on the country and performance period, which may be single or multi-year. Successful applicants must comply with administrative and reporting requirements, including quarterly financial and program reports as well as annual audits. Funding falls under the Overseas Refugee Assistance Programs for the Western Hemisphere (CFDA 19.518), which has provided emergency aid for Venezuelan outflows since 2017.
