About this opportunity

The Department of Transportation Federal Highway Administration is soliciting applications for the FY 2024–2026 Nationally Significant Federal Lands and Tribal Projects Program through cooperative agreements, with an application deadline of June 30, 2026. Individual project awards carry a ceiling of $12.5 million with no floor; projects must have estimated total eligible costs of at least $12.5 million based on preliminary engineering. The Federal share is up to 100 percent for Tribal transportation facility projects (no cost sharing required) and up to 90 percent for all other facilities (10 percent minimum match required from non-Federal sources including other Federal funds, private/public sources, or in-kind donations).

Eligible applicants include State departments of transportation, Federal Land Management Agencies, federally recognized Tribes, counties, and units of local government. States, counties, and local governments may apply only if sponsored by an eligible Federal Land Management Agency or Tribe. The program will distribute up to $47.74 million for FY 2024, $55 million for FY 2025, and $55 million for FY 2026, with funding split equally between projects on Federal Lands and Federal Lands access transportation facilities and projects on Tribal transportation facilities. At least one award must fund a National Park Service unit with 3 million or more annual visitors.

Applications must be submitted electronically through Grants.gov by 11:59 p.m. Eastern Standard Time. Required materials include Standard Form 424, Standard Form 424C, lobbying certifications, NEPA documentation, and a project narrative not exceeding 10 pages addressing project information, funding sources and uses, and merit criteria addressing DOT goals, facility conditions, project need, matched costs, historic places eligibility, new technologies, long-term maintenance funding, multi-state scope, and multiple agency/Tribe service. Applicants must register in SAM.gov and provide a valid Unique Entity Identifier before submission. Awards require compliance with Buy America requirements, civil rights obligations, domestic preference directives, federal contract compliance, and critical infrastructure security standards.
