About this opportunity

The National Weather Service, a line office under the National Oceanic and Atmospheric Administration within the Department of Commerce, is soliciting applications for special projects and programs associated with NWS's strategic plan and mission goals under a Broad Agency Announcement, with a rolling application deadline of September 30, 2026.

Eligible applicants include institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, and state, local, and Indian Tribal governments. Federal organizations are outside the scope of this announcement. Eligibility depends on the statutory authority that permits NOAA/NWS to fund the proposed activity.

The BAA funds research, education and outreach, innovative projects, or sponsorships addressing marine and coastal ecosystem viability, weather and climate information services, climate change science, and global commerce and transportation support. Applicants may submit to multiple NOAA line offices; if doing so, proposals should indicate this and notify relevant agency contacts for internal coordination.

Funding is available through cooperative agreements and grants on a rolling basis. Award decisions typically occur within 180 calendar days of receipt of a complete and acceptable application, though timelines may exceed this. Continuation grants can be made on an annual basis for approved multi-year projects, subject to appropriations and satisfactory performance; procedures for renewals are the same as initial applications.

The most recent data on awards under CFDA 11.015 shows 38 grants totaling $40.8 million since 2019, with awards ranging from $8,710 to $19.5 million and most falling between $30,000 and $750,000. Nonfederal entities expending $750,000 or more in federal awards annually are subject to single or program-specific audit requirements under 2 CFR Part 200.

Synopsis

This notice is not a mechanism to fund existing NWS awards. The purpose of this notice is to request applications for special projects and programs associated with NWS's strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NWS will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). Each NOAA Line Office that supports financial assistance (National Marine Fisheries Service, National Ocean Service, National Weather Service, Office of Atmospheric Research, Office of Education, and National Environmental Satellite Data Information Service) has a separate BAA found in Grants.gov, so applicants should submit their proposal to the BAA for the Line Office that best fits their proposal. A description of NOAA Line Offices is found at https://www.corporateservices.noaa.gov/public/lineoffices.html and https://www.noaa.gov/office-education and applicants may contact the Agency Contacts in Section VII. below for more information. If you submit the same proposal to more than Line Office, mention this in your proposal and notify the relevant contacts in Section VII. so that NOAA may coordinate internally.

Eligibility

Eligible applicants may be institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, state, local, and Indian Tribal governments. Eligibility also depends on the statutory authority that permits NOAA/NWS to fund the proposed activity. Funding of Federal organizations is outside the scope of this announcement; if funding authority exists, Federal organizations seeking NOAA/NWS funds should contact relevant program officials about the interagency agreement process.
