About this opportunity
The National Marine Fisheries Service is soliciting applications for special projects and programs aligned with NOAA Fisheries' strategic plan and mission goals through a Broad Agency Announcement with a rolling application window through September 30, 2026.
Eligible applicants include institutions of higher education (public and private), nonprofits (501(c)(3) and non-501(c)(3)), commercial organizations, small businesses, for-profit organizations, individuals, state governments, city and township governments, county governments, special district governments, independent school districts, federally recognized tribal governments, tribal organizations not federally recognized, public or Indian housing authorities, and international or foreign organizations or governments. Funding of federal organizations is outside the scope of this announcement. Eligibility depends on the statutory authority permitting NOAA to fund the proposed activity.
No specific cost share or matching requirement is stated in the source materials. Awards may be structured as grants or cooperative agreements. Award amounts have historically ranged from $8,710 to $19.5 million, with most falling between $30,000 and $750,000. The program has disbursed 38 awards totaling $40.8 million since 2019. Anticipated award start dates are three to six months after application submission.
Applications should align with one of NOAA Fisheries' two primary strategic goals: adaptively managing fisheries for sustainability and economic competitiveness, or safeguarding protected species and propelling their recovery. Projects may address research, education, outreach, and innovative initiatives not covered by existing NOAA competitive programs.
Evaluation criteria include importance and relevance to program goals, technical and scientific merit, applicant qualifications, project costs, and outreach and education potential, with a maximum of 20 points possible in each category. Continuation grants can be made on an annual basis for approved multi-year projects, contingent on appropriations and satisfactory performance. The CFDA number is 11.015.
Synopsis
This BAA is for the National Marine Fisheries Service, also known as NOAA Fisheries. The purpose of this notice is to request applications for special projects and programs associated with the NOAA Fisheries strategic plan and mission goals, as well as to provide the general public with information and guidelines on how NOAA will select applications and administer discretionary Federal assistance under this Broad Agency Announcement (BAA). This notice is not a mechanism to fund existing NOAA awards. Each NOAA Line Office that supports financial assistance (National Marine Fisheries Service, National Ocean Service, National Weather Service, Office of Atmospheric Research, Office of Education, and National Environmental Satellite Data Information Service) has a separate BAA found in Grants.gov, so applicants should submit their application to the BAA for the Line Office that best fits their application. A description of NOAA Line Offices is found at https://www.corporateservices.noaa.gov/public/lineoffices.html and https://www.noaa.gov/office-education. Applicants may also contact the Agency Contact below for more information. If you submit the same application to more than Line Office, mention this in your application and notify the relevant contacts so that NOAA may coordinate internally.
Eligibility
Eligible applicants may be institutions of higher education, nonprofits, commercial organizations, international or foreign organizations or governments, individuals, state, local, and Indian Tribal governments. Eligibility also depends on the statutory authority that permits NOAA to fund the proposed activity. Funding of Federal organizations is outside the scope of this announcement; if funding authority exists, Federal organizations seeking NOAA funds should contact relevant program officials about the interagency agreement process.
