Synopsis
Pursuant to section 703 of PWEDA, EDA announces general policies and application procedures for the FY 2011 Supplemental Appropriations Disaster Relief Opportunity. Subject to the availability of funds, this investment assistance will help devise long-term economic redevelopment strategies and carry out implementation activities and public works projects, as appropriate, to address economic development challenges in regions impacted by certain severe storms and flooding. The Act limits eligibility to disaster declarations that were in response to both “severe storms and flooding during the March through May 2010 time period.” As of the date of the posting of this FFO, the following States have major disaster declarations affecting a sufficient number of counties to meet these eligibility criteria: Rhode Island, Nebraska, Tennessee, and Kentucky.
Eligibility
Pursuant to PWEDA, an eligible applicant for and eligible recipient of EDA investment assistance under this announcement include a(n): (1) District Organization; (2) Indian Tribe or a consortium of Indian Tribes; (3) State, city or other political subdivision of a State, including a special purpose unit of a State or local government engaged in economic or infrastructure development activities, or a consortium of political subdivisions; (4) institution of higher education or a consortium of institutions of higher education; or (5) public or private non-profit organization or association acting in cooperation with officials of a political subdivision of a State. See section 3 of PWEDA (42 U.S.C. § 3122) and 13 C.F.R. § 300.3.
