About this opportunity

The United States Agency for International Development (USAID) is seeking proposals from local Tanzanian partner organizations to implement a "Targeted Instruction" activity that will improve foundational literacy and numeracy for grades 1-5 learners in public primary schools across up to 4 regions in mainland Tanzania and Zanzibar. The activity will utilize a learner-centric approach that assesses students' actual learning levels and provides tailored instructional materials and ongoing teacher training and coaching. Interested organizations must submit a 5-page document by November 19, 2024 detailing their experience in foundational learning, teacher training, instructional materials development and distribution, and community engagement. This activity will be funded through a forthcoming cooperative agreement under USAID's Foreign Assistance Program (CFDA 98.001).

The anticipated funding level and award duration are not specified, but recent awards under the USAID Foreign Assistance Program have ranged from $250,000 to over $70 million, with typical project lengths of 1-5 years. The place of performance is limited to select regions in mainland Tanzania and Zanzibar.

Synopsis

In collaboration with the Government of Tanzania, the United States Agency for International Development (USAID) is conducting analysis to identify potential local partners that will have the capability to implement the anticipated foundational learning "Targeted Instruction" activity. It is anticipated that the activity will support the Government of Tanzania to improve foundational literacy and numeracy for grades 1 to 5 learners in all public primary schools in not more than 4 select regions of Mainland Tanzania; and Zanzibar. It is anticipated that the activity will use a Targeted Instruction (TI) approach - a learner-centric pedagogical approach that focuses on foundational skills that reorganizes math and reading instruction based on children's actual learning levels, rather than on the prescribed grade-level syllabus.
