About this opportunity

The U.S. Department of Housing and Urban Development (HUD) is seeking applications for the Foster Youth to Independence (FYI) Competitive NOFO for Fiscal Year 2024. This grant opportunity provides Housing Choice Voucher (HCV) financial assistance to eligible Public Housing Agencies (PHAs) in partnership with Public Child Welfare Agencies (PCWAs) to serve youth aged 18-24 who have left or will leave foster care and are homeless or at risk of homelessness. Applicants must demonstrate their capacity, the need for the program, the soundness of their approach, leveraging of resources, and ability to achieve results and evaluate the program. Applications are due by June 17, 2024, and HUD will evaluate them based on rating factors such as housing search assistance, previous program coordination, third-party partnerships, and voucher utilization.

HUD expects to make around 20 awards totaling approximately $12.75 million in FY 2022 and FY 2023 funds. The minimum award is 3 vouchers, and the maximum award is 25-75 vouchers based on the size of the PHA's voucher program, not to exceed $1.7 million. The program is authorized under the Family Unification Program (CFDA 14.880) and will provide assistance to families for whom the lack of adequate housing is a primary factor in the imminent placement of their child(ren) in out-of-home care or the delay in the discharge of their child(ren) from out-of-home care.
