About this opportunity

The Federal Highway Administration is soliciting applications for the Fiscal Years 2024-2026 Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT) Program, a competitive grants opportunity with an application deadline of February 24, 2025 for FY 2024 and 2025 funds, and February 24, 2026 for FY 2026 funds; however, FHWA removed this NOFO from Grants.gov on February 11, 2025 for agency review, and interested applicants should monitor Grants.gov for any re-posting or updates.

Eligible applicants include states, metropolitan planning organizations, local governments, and Indian tribes, with eligibility dependent on project type as detailed in Section C.1 of the full NOFO. The PROTECT Program requires a 20% non-federal match, although 100% federal funding is available for Indian tribes and U.S. territories. Up to $576 million is available for FY 2024 and 2025 combined, and up to $300 million for FY 2026.

The program funds four project categories: Planning Grants, Resilience Improvement Grants, Community Resilience and Evacuation Route Grants, and At-Risk Coastal Infrastructure Grants. Projects must strengthen surface transportation resilience to natural hazards, including climate change, sea level rise, heat waves, flooding, extreme weather events, and other natural disasters. New capacity construction is capped at 40% of project costs. Projects must primarily serve transportation purposes rather than recreational purposes.

FHWA conducted informational webinars after the NOFO opened; recordings were posted at https://www.fhwa.dot.gov/environment/protect/discretionary. An FAQ amendment was posted January 10, 2025. The program is assigned to CFDA 20.205 (Highway Planning and Construction). Federal obligation deadlines extend through September 30, 2029 depending on fiscal year.
