About this opportunity
The Office of Naval Research, issued jointly with the Army Research Office and Air Force Office of Scientific Research, is soliciting applications for the Fiscal Year 2027 Department of War Multidisciplinary University Research Initiative (MURI), with optional white papers due November 20, 2026 at 5:00 PM Eastern Time and full proposals due April 9, 2027 at 5:00 PM Eastern Time. Eligibility is restricted to U.S. institutions of higher education with degree-granting science or engineering programs, including DoW institutions of higher education, and University Affiliated Research Centers that are not Federally Funded Research and Development Centers. Industry, DoW laboratories, FFRDCs, and foreign entities may collaborate but cannot receive MURI funds directly or via subaward.
The NOFO anticipates approximately $170 million across five-year awards, pending appropriations, with typical annual funding up to $1.5 million per grant and a recommended five-year total of $7.5 million ($4.5 million base plus $3 million in options). Award notifications are anticipated in July 2027, with grant start dates in August 2027. The source does not state cost share requirements, award count, or evaluation criteria weighting for this competition.
Proposals require a single Principal Investigator from the primary institution, team management description, and fund allocation among participating institutions. Required components include a data management plan (two-page maximum), public-release project abstracts, current and pending support for key personnel, curricula vitae, agency-specific budget justifications, and a technical proposal limited to 25 pages. Research must adhere to Gold Standard Science principles, and applicants must comply with Section 889 NDAA prohibitions on covered telecommunications equipment. The 16 topics comprise five AFOSR, seven ARO, and four ONR topics.
Amendment 2 (posted November 6, 2026) updates the white paper submission website and instructions. Amendment 1 (posted October 22, 2026) corrected the Topic 14 point of contact, changed the Topic 15 title to "Materials," and added Topic 16 references.
The assistance listing is 12.300, Basic and Applied Scientific Research.
Synopsis
Established in 1985, the Department of War Multidisciplinary University Research Initiative (MURI) program funds U.S. academic research teams to conduct high-impact basic research that addresses future challenges faced by the Department of War. The MURI program specifically supports U.S. university teams investigating complex, DoW-relevant problem sets at the intersection of multiple scientific disciplines. MURI teams bring together world-class faculty, postdoctoral researchers, and graduate students-helping to develop a technically advanced, defense-aware scientific workforce and strengthen the U.S. defense industrial base.
Eligibility
This MURI competition is open only to, and proposals are to be submitted only by, U.S. institutions of higher education (universities) with degree-granting programs in science and/or engineering, including DoW institutions of higher education. To the extent that it is a part of a U.S. institution of higher education and is not designated as a Federally Funded Research and Development Center (FFRDC), a University Affiliated Research Center (UARC) is eligible to submit a proposal to this MURI competition and/or receive MURI funds. Ineligible organizations (e.g., industry, DoW laboratories, FFRDCs, and foreign entities) may collaborate on the research but may not receive MURI funds directly or via subaward.
