About this opportunity
The Office of Naval Research (on behalf of the Department of War) is soliciting applications for the Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP) to fund the acquisition of major research equipment and instrumentation at universities, with proposals due November 6, 2026, at 5:00 PM Eastern Time.
This competition is open to accredited U.S. institutions of higher education with degree-granting programs in science, mathematics, and engineering, excluding for-profit institutions. University Affiliated Research Centers are eligible; Federally Funded Research and Development Centers are not.
Equipment or instrumentation must cost between $50,000 and $3,000,000 and support basic research in areas of interest to the Department of War, including disciplines supported by the Army Research Office, Office of Naval Research, and Air Force Office of Scientific Research. Proposals must address the impact of the equipment on the institution's ability to educate students through research in disciplines important to Department of War missions. Computing equipment for Department of War-relevant research programs is eligible.
Approximately $28 million in total estimated funding is available for the 12-month period of performance beginning June 18, 2027. Proposals are evaluated on three equally weighted criteria: impact on current or planned Department of War-funded research and likelihood of enhancing research capabilities; importance and priority to Department of War missions; and potential to enhance institutional ability to educate future scientists and engineers in Department of War-relevant disciplines.
Pre-proposal inquiries are due by October 16, 2026. Proposals must be submitted electronically through Grants.gov and validated within 48 hours of submission. Applicants must provide ORCID identifiers for senior or key personnel, complete conflict of interest disclosures, and certify compliance with Gold Standard Science requirements and risk-based security review procedures. Post-award requirements include ITAR and EAR export control compliance and acknowledgment of Department of War support in publications. CFDA 12.300.
