About this opportunity

The Health Resources and Services Administration is soliciting applications for the FY 2026 Quality Improvement Fund–Improving Access to Dental Services for Children with Neurodevelopmental Disorders, with an application deadline of July 8, 2026. Eligible applicants are limited to active Health Center Program award recipients (H80 holders) that operate preventive and additional dental services at a directly operated in-scope service site; applicants are ineligible if they previously received QIF funding for Optimizing Virtual Care, Maternal Health, or Transitions in Care for Justice-Involved Populations.

The program awards approximately $50 million total, with approximately 25 grants of up to $2 million each. This is a one-time, two-year funding opportunity (September 1, 2026–August 31, 2028) in which recipients receive the full award amount in year one but must allocate funds across both years. The period of performance is September 1, 2026–August 31, 2028, with an expected award date of August 24, 2026.

Applicants must propose project work plans that include specific evidence-based models and innovative approaches to increase access to dental services and improve outcomes for children with neurodevelopmental disorders (defined as people under 21 with behavioral and cognitive disorders affecting intellectual, motor, or social development, including autism spectrum disorder), and plans to advance workforce skills and knowledge supporting access to services. Applications must include at least one letter of support from a community partner working with children with NDDs and provide outcome measures including the proportion of children with NDDs receiving dental visits and treatment plans, number of staff trained, and applicant-selected community engagement and patient/caregiver experience measures.

Eligible costs support evidence-based dental service innovations, workforce training, and minor alterations/renovations (up to $250,000 combined with equipment), plus participation in communities of practice for evaluation and learning. Merit review employs six criteria: Need (15 points), Response (25 points), Collaboration (10 points), Impact (25 points), Capacity (15 points), and Support Requested (10 points). The program operates under CFDA 93.224 (Health Center Program). A technical assistance webinar is scheduled for June 18, 2026, at 3:30 p.m. Eastern Time.
