About this opportunity

The Corporation for National and Community Service is seeking applications from State Service Commissions to fund capacity-building initiatives that strengthen volunteer recruitment, retention, and management practices within nonprofit organizations and community-based entities. Applicants must develop effective strategies to expand volunteering, increase recruitment of skill-based volunteers, and strengthen volunteer connector organizations' ability to address critical community needs across disaster prevention, education, environment, food and nutrition, health, and housing sectors. Eligible applicants must maintain active System for Award Management (SAM) registration and possess a valid Unique Entity Identifier. Applications will be evaluated on three primary criteria: Program Design (50 percent weight), which includes Goals and Objectives and Program Impact; Organizational Capability (35 percent weight); and Cost-Effectiveness and Budget Adequacy (15 percent weight). All applicants must track performance using two mandatory National Performance Measures: G3-3.4 (organizations receiving capacity building services) and G3-3.10A (organizations increasing effectiveness in volunteer recruitment or management). The application deadline is May 4, 2026, at 5:00 p.m. Eastern Time, with successful applicants notified in July 2026 and awards issued in August 2026.

Awards will range from $100,000 to $500,000 for three-year grant periods on a cost-reimbursement basis, though continuation awards for years two and three are not guaranteed and depend on appropriations and satisfactory performance. Cost-sharing requirements increase annually, beginning at 20 percent of the total requested budget in year one and escalating to 30 percent, 40 percent, and 50 percent in subsequent years. Applications are limited to 8 double-spaced pages and must be submitted electronically through eGrants, along with a required Operational and Financial Management Survey. Grant recipients must maintain all financial and program records for three years following final reporting and ensure all individuals receiving compensation through the award complete National Service Criminal History Checks.
