About this opportunity
The Federal Highway Administration is accepting applications for the Fiscal Year 2023-2024 National Scenic Byways Program, with a final application deadline of June 11, 2026 for applicants who submitted under the original December 16, 2024 deadline to amend, retain, or withdraw their applications in response to Amendment No. 1 (posted May 21, 2026). No new applications are being accepted; this amendment applies only to prior applicants.
Eligible applicants are State Departments of Transportation and federally recognized Indian Tribes. The program will award up to $26.95 million in combined FY 2023 and FY 2024 appropriations ($20 million and $7.5 million respectively), with 2 percent reserved for administrative activities and technical assistance. FHWA anticipates awarding between 30 to 40 grants with no minimum or maximum award size per grant. The federal share covers up to 80 percent of total eligible project costs, requiring 20 percent non-federal matching funds.
Eligible projects include implementation on National Scenic Byways, All-American Roads, State scenic byways, or Indian Tribe scenic byways, and encompass corridor management plans, safety improvements, pedestrian and bicycle facilities, recreational access improvements, resource protection, tourist information development, interpretive information, marketing programs, byway facilities, construction, highway improvements, and planning, design, and development of State or Indian Tribe scenic byway programs.
Amendment No. 1 modified merit criteria by removing Climate and Sustainability and Equity goals and adding Reinvesting in the American Family alongside Safety and Workforce Development, Job Quality, and Wealth Creation. The amendment also added project readiness as a priority selection consideration. FY 2023 awards must be obligated by September 30, 2026 and expended by September 30, 2031; FY 2024 awards must be obligated by September 30, 2027 and expended by September 30, 2032. FHWA anticipates announcing award selections the week of June 22, 2026.
The program operates under Assistance Listing 20.205 (Highway Planning and Construction) and 23 U.S.C. 162.

A redline version of the amended NOFO that identifies changes is provided in addition to the clean version. Applicants who applied for funding under the FY 2023-2024 NSBP NOFO in accordance with original NOFO requirements prior to the December 16, 2024 deadline will have up to 21 days from the posted date of Amendment No. 1 to retain, amend, or withdraw their original application. If no response is received by the deadline date, FHWA will retain and consider the previously submitted application under the amended NOFO criteria.
