About this opportunity
The Federal Emergency Management Agency is soliciting applications for cooperative agreement funding to support state and territorial NFIP Coordinating Agencies in flood risk management and NFIP compliance, with applications due August 11, 2026. Eligibility is restricted to designated NFIP Coordinating Agencies holding a valid Tiered State Framework Assessment and minimum point score, and a minimum 25% non-federal cost match is required for all recipients except insular areas.
Total funding is $15 million across approximately 51 awards ranging from $65,000 to $600,000 per award. The period of performance runs July 1, 2026 through June 30, 2027, with place of performance corresponding to each state or territorial jurisdiction. Awards use a tiered funding methodology based on base funding factors (exposure, probability, impact, NFIP workload, and cost of work) plus incentive multipliers: 15% additional funding for Proficient-tier agencies and 30% for Advanced-tier agencies.
Eligible activities fall into two categories: federally funded activities including Management & Administration, FEMA Systems and Meetings, Minimum NFIP Standards Support, and NFIP Community Support; and state-funded match activities including Communication and Promotion of Flood Topics, Coordination of Floodplain Management, and Strategy and Long-Term Planning. The program empowers states and territories to manage flood risk, reduce exposure and disaster costs, and build capacity consistent with 44 C.F.R. 60.25.
Applications must be submitted through the FEMA Grants Outcomes system and include a detailed Statement of Work and budget using the Activity Planning & Pricing Tool. Anticipated award date is September 30, 2026. This is CFDA 97.023.
Synopsis
The CAP-SSSE program provides funding to ensure adoption and enforcement of standards consistent with the National Flood Insurance Program (NFIP) minimum criteria in participating and flood-prone communities. This cooperative agreement strives to empower states and territories to own and effectively manage their flood risk and reduce exposure, disaster costs, and recovery demands by providing planning flexibility, tools and best practices, and FEMA expertise to support implementation of their NFIP programs.
This cooperative agreement funds NFIP Coordinating Agencies to conduct specific activities in support of NFIP administration and enables independent investment to build capacity and capability in line with the provisions set forth in 44 C.F.R. § 60.25.
