About this opportunity
The Department of Defense, through the Air Force Research Laboratory, is soliciting applications for the Fiscal Year 2027 Defense University Research Instrumentation Program (DURIP) to fund acquisition of major research equipment and instrumentation at accredited U.S. institutions of higher education; applications are due by 5:00 PM Eastern Time on November 6, 2026. For-profit organizations are ineligible. Cost sharing is not required.
Eligible applicants are accredited U.S. institutions of higher education with degree-granting programs in science, mathematics, and engineering, including University Affiliated Research Centers but excluding Federally Funded Research and Development Centers. DURIP is jointly administered by the Air Force Office of Scientific Research (AFOSR), Army Research Office (ARO), and Office of Naval Research (ONR).
Approximately $28 million in total funding is available for fiscal year 2027. Equipment or instrumentation must cost between $50,000 and $3,000,000. The anticipated project start date is June 18, 2027, with an initial 12-month period of performance and an option for a no-cost extension of up to 12 additional months with justification.
Proposals must demonstrate how equipment will enhance research and research-related education in areas aligned with research priorities of ARO, ONR, or AFOSR and relevant to Department of War missions. Evaluation emphasizes impact on DoW-funded research, importance to DoW missions, and potential to enhance student education. Allowable costs include equipment acquisition, design, construction, assembly, installation, computers for DoW-relevant research, and travel for equipment testing and acceptance. Unallowable costs include building construction or modification, operational and maintenance costs, purely instructional equipment, general-purpose computing facilities, and direct salaries.
Applications must be submitted through Grants.gov by November 6, 2026; pre-proposal questions are due by October 16, 2026. The CFDA number is 12.800. Submissions require SF-424 forms, technical proposal (maximum 25 pages), budget justification, biographical sketches, current and pending support disclosures, and for AFOSR submissions, research security training certifications and compliance attestations regarding foreign influence risks and malign foreign talent recruitment programs.
