About this opportunity
The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2026 Port Security Grant Program, with an application deadline of July 24, 2026, and approximately $95 million available across roughly 200 awards ranging from $18,000 to $3.5 million. Eligible applicants are port authorities, facility operators, and state, local, tribal, county, and municipal government agencies subject to Area Maritime Security Plans under 46 U.S.C. 70103(b); for-profit organizations are eligible but subject to heightened cost-share requirements. Cost share is mandatory: 25 percent for public sector and nonprofit recipients, 50 percent for for-profit entities, with specific exceptions for port-wide benefit projects and public safety personnel training.
The program funds the full POETE spectrum—planning, operational, equipment, training, and exercise—for maritime security enhancement. Eligible projects include patrol vessels, communications and surveillance equipment, cybersecurity enhancements, hiring new security personnel, plan development, maritime security training, and exercises. Projects must be primarily dedicated to maritime security; citywide or business-related projects are not eligible.
The period of performance runs September 1, 2026, through August 31, 2029. Award notifications are anticipated by September 30, 2026. Five National Priority Areas receive a 20 percent scoring boost: protection of soft targets and crowded places, support for Homeland Security Task Forces and fusion centers, cybersecurity resiliency, election security, and border crisis response and enforcement.
Applicants must maintain active registrations with SAM.gov and FEMA Grants Outcomes, comply with maritime security regulations and NIMS, and submit quarterly financial reports and semi-annual performance reports post-award. Indirect costs are prohibited; recipients may allocate up to 5 percent of federal funds for management and administration. CFDA 97.056.
Synopsis
The Fiscal Year (FY) 2026 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMA's focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation's critical infrastructure against risks associated with potential terrorist attacks. PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP. Typical types of projects include:
• Patrol vessels
• Communications equipment
• Surveillance equipment
• Cybersecurity enhancements
• Hiring NEW security personnel
• Plan development
• Maritime security training
• Maritime security exercises
Projects that are not primarily dedicated to the enhancement of maritime security capabilities (i.e., citywide projects, or business-related projects) are not eligible.
