Allowable activities include infrastructure installation, policy development, training, testing, exercises, rural coverage expansion, cybersecurity enhancements, and coordination with NOAA for weather radio integration. The period of performance runs October 1, 2026, through September 30, 2029, as a single three-year budget period.

Merit review allocates 25 points each for vulnerability addressed and capability gaps identification, 25 points for ability to improve alert and warning capability, 15 points for cost and implementation management, and 10 points for learning opportunities. Management and administration costs are capped at 5 percent of the award; indirect costs are not allowed. Post-award milestones include identifying gaps by December 31, 2026, executing regional tests by June 1, 2027, achieving 50 percent gap closure by February 28, 2028, and 100 percent closure by June 15, 2029.
