About this opportunity
The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2026 Intercity Bus Security Grant Program, with an application deadline of July 24, 2026. Eligible applicants are for-profit operators providing intercity over-the-road bus transportation that have completed a vulnerability assessment and security plan approved by the Secretary of Homeland Security and operate fixed-route intercity bus service to one or more historically eligible Urban Area Security Initiative urban areas or provide charter bus service with a minimum of 50 trips annually to such areas using over-the-road buses. Applicants must commit to a 50% hard cash cost-share match of total project costs.
Total available funding is $1.9 million with an expected award range of $20,000 to $1.9 million and 18 anticipated awards. The period of performance runs from September 1, 2026, through August 31, 2029, as a single budget period. Allowable project types include planning, operational activities, equipment and capital projects, training and awareness campaigns, and exercises. Unallowable costs include general facility expenditures, routine vehicle maintenance, personnel costs for overtime and backfill (with limited exceptions), and pre-award costs except grant writing services not to exceed $1,500.
Evaluation criteria include scope of work, cost effectiveness, ability to reduce risk, sustainability, timelines, critical infrastructure risk, and alignment with five National Priority Areas: enhancing protection of soft targets and crowded places, supporting Homeland Security Task Forces and fusion centers, enhancing cybersecurity, enhancing election security, and supporting border crisis response and enforcement. Projects addressing one or more National Priority Areas receive a 20% score multiplier. The anticipated award date is September 30, 2026. CFDA 97.057.
Synopsis
