About this opportunity
The Federal Emergency Management Agency is soliciting applications for cooperative agreements totaling $5.7 million through the Fiscal Year 2026 Homeland Security National Training Program Continuing Training Grants program, with an application deadline of July 31, 2026. Two focus areas exist: Focus Area 1 ($1.7 million, non-competitive) supports 2028 Summer Olympic Games preparedness through the National Center for Spectator Sports Safety and Security at the University of Southern Mississippi; Focus Area 2 ($4.0 million, competitive) addresses rural and tribal training needs. No cost share is required.
Eligible applicants for Focus Area 2 include state and local governments, tribal governments, nonprofits with 501(c)(3) status, and institutions of higher education currently providing FEMA-certified training. The period of performance runs from September 1, 2026, through August 31, 2029, with an anticipated award date of September 15, 2026. Management and Administration costs are capped at 5% of the award; indirect costs are allowable with current negotiated rates, and pre-award costs are prohibited.
Recipients must deliver only currently developed and certified DHS/FEMA training courses, use the ADDIE instructional design model, employ staff qualified in instructional system design, and achieve 90% course certification mapping to National Preparedness Goal core capabilities. Focus Area 1 recipients must deliver training to at least 19 of 24 Olympic host communities; Focus Area 2 recipients must deliver to at least 30 states and five territories. Recipients must maintain learner satisfaction and performance benchmarks, comply with 2 C.F.R. Part 200 and DHS Standard Terms and Conditions, submit quarterly financial reports via SF-425 forms and semi-annual performance reports, and retain records for three years.
