Total available funding is $400 million, with expected awards ranging from $20 million to $260 million across approximately 40 awards and 725 subawards.
Eligible applicants include states, the District of Columbia, U.S. territories, and federally recognized tribal nations, each of which must designate a single agency as grant recipient. Eligible subapplicants include cities, counties, townships, special district governments, and tribal nations. Local governments in U.S. territories and the District of Columbia must apply through their state or territory. All applicants and subapplicants must participate in the NFIP and possess FEMA-approved hazard mitigation plans by the application deadline.
The standard federal cost share is 75% federal and 25% non-federal funding. Increased federal cost shares are available for properties meeting Severe Repetitive Loss (100% federal) or Repetitive Loss (90% federal) definitions.
Funding is allocated across three project categories: capability and capacity building activities ($20 million), localized flood risk reduction projects ($260 million), and individual flood mitigation projects ($120 million). Period of performance is 36 months unless otherwise specified. Applicants must register with SAM.gov and Grants.gov and submit applications through FEMA GO. Post-award requirements include quarterly financial and performance reporting, compliance with federal procurement and Buy America preferences, and environmental planning and historic preservation reviews.
The program operates under CFDA 97.029.
