About this opportunity
The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2026 Emergency Operations Center Grant Program with $82,957,854 in total funding and an application deadline of July 15, 2026 at 5:00 p.m. Eastern Time. Eligible applicants are limited to State Administrative Agencies (on behalf of state and local units of government) and federally recognized tribal governments, with one application permitted per state, territory, or tribe. All applicants must provide a 25 percent non-federal cost share, either as cash or third-party in-kind contributions (cash required for construction activities).
The program will make 27 anticipated awards, ranging from $15,000 to $2,606,000 per project. The three-year performance period runs from September 1, 2026 through August 31, 2029. Allowable costs include planning activities, equipment from designated categories (information technology, cybersecurity, communications, power, physical security, and other authorized equipment), and construction or upgrading of EOC facilities. Management and administration costs are capped at 5 percent of awarded funds for subrecipients only; State Administrative Agencies cannot retain M&A funding.
Applications must be submitted through FEMA Grants Outcomes (FEMA GO) and must include an Investment Justification addressing needs assessment, facility deficiencies, investment impact on emergency management capabilities, prior planning documentation, project management approach, and up to ten discrete milestones. Post-award recipients must undergo Environmental Planning and Historic Preservation review before beginning work, comply with National Incident Management System implementation, adhere to federal procurement standards and Buy America preferences, and submit quarterly Federal Financial Reports and semi-annual performance reports. Award notification is anticipated August 31, 2026, with award date September 31, 2026.
