About this opportunity
The Federal Emergency Management Agency seeks applications from state and territorial governments for the Fiscal Year 2026 Emergency Management Performance Grant Program by July 15, 2026, with a mandatory 50 percent non-federal cost share requirement. Eligible applicants are state or territorial governments only, applying through their State Administrative Agency or Emergency Management Agency, with one application permitted per state or territory. The program distributes $337.25 million across all 56 states and territories through a population-based allocation formula; individual awards range from $870,860 to $25.59 million, with applicants receiving their allocation based on state or territory population rather than competitive selection.
The program supports all-hazards emergency preparedness through funding for planning, organization, equipment, training, and exercises (POETE) activities, as well as emergency planning, personnel support, equipment procurement, emergency operations center improvements, hazard mitigation planning, critical infrastructure protection, cybersecurity enhancements, and community resilience projects. Applicants must develop a Work Plan addressing three to five mutually agreed-upon priorities negotiated with the applicable FEMA Regional Administrator, linked to the state's Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR) results. The Work Plan template caps Management and Administration costs at 5 percent of the award and requires that at least 87.5 percent of Planning, Training, and Exercise projects address documented capability gaps.
The performance period runs from October 1, 2025 through September 30, 2028. Post-award requirements include quarterly financial and performance reporting through FEMA GO, National Incident Management System (NIMS) compliance, Public Alert and Warning System (IPAWS) integration in exercises, and Emergency Management Assistance Compact (EMAC) membership. Applicants must register with SAM.gov and Grants.gov prior to submission. Award notification is anticipated September 11, 2026.
The Assistance Listing number is CFDA 97.042.
Synopsis
