About this opportunity

The Federal Emergency Management Agency is soliciting cooperative agreement applications for the Fiscal Year 2026 Cooperating Technical Partners Program, Region 6, with an application deadline of August 17, 2026. Total FY 2026 CTP Program funding across nine regions is $41 million, with individual awards ranging from zero to $5 million and an anticipated 100 awards total. No cost share is required. Applicants must have an active Partnership Agreement with FEMA prior to funding and are restricted to three allowable project types: Project Management, Letter of Map Revision (LOMR) Review Activities, and Flood Risk Projects. New mapping project study starts are prohibited in FY 2026; recipients must complete existing mapping projects.

Eligible applicants include city and township governments, county governments, federally recognized tribal governments, institutions of higher education, 501(c)(3) nonprofit organizations, special district governments, state governments, and territories.

The period of performance runs from October 1, 2026, through September 30, 2029. Recipients must register with SAM.gov and Grants.gov and submit applications through the FEMA Grants Outcomes system. Management and Administration costs are capped at 4 percent of the award amount. Recipients must develop flood hazard data and maps, enter project data into the Mapping Information Platform, execute an active Information Sharing Access Agreement, comply with FEMA's Standards for Flood Risk Analysis and Mapping (Revision 14), and meet specific performance measures including completion of activities within 120 days of actual completion and LOMR/CLOMR case reviews within 60 days. Compliance requirements include federal procurement standards, Buy America preferences for infrastructure projects, environmental planning and historic preservation review, and cybersecurity measures for information technology systems.

Synopsis

The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.

With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk. The data that the program provides also contributes to responsible planning and decision-making across government agencies and the private sector.

Please note that total FY 2026 CTP Program Funding is $41,000,000 across 9 regions.
