About this opportunity

The Federal Emergency Management Agency is soliciting cooperative agreement applications for the FY 2026 Cooperating Technical Partners Program to fund flood hazard mapping and risk assessment activities, with an application deadline of August 17, 2026. This is a regional solicitation for Region 5; total FY 2026 CTP Program funding is $41 million across nine regions, with approximately 100 awards expected nationwide at individual award values ranging from zero to $5 million. No cost share is required.

Eligible applicants include city and county governments, federally recognized tribal governments, institutions of higher education, 501(c)(3) nonprofits, special district governments, state governments, and territories. To qualify, applicants must have an active Partnership Agreement with FEMA and provide a signed copy with their application.

Allowable FY 2026 project types are limited to Project Management, Letter of Map Revision (LOMR) Review Activities, and Technical Hazard Identification/Risk Analysis and Mapping (Flood Risk Projects). No new mapping study starts are permitted. Communications Outreach and Mitigation Strategies and Special Projects are ineligible.

The period of performance runs October 1, 2026 through September 30, 2029 (36 months). Award notification is anticipated by September 8, 2026, with award date no later than September 30, 2026.

Applications are scored on Past Performance (5 points), Technical Capability and Capacity (5 points), and Partner Contributions (5 points), for a maximum of 15 points for Flood Risk Projects or Project Management, or 20 points for LOMR. Recipients must comply with FEMA's Standards for Flood Hazard Risk Analysis and Mapping (Revision 14, December 2023), submit quarterly financial and performance reports, and enter project data into the Mapping Information Platform. The cooperative agreement structure reflects substantial FEMA involvement in project oversight and compliance monitoring.

Assistance Listing: 97.045.

Synopsis

The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.

With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk. The data that the program provides also contributes to responsible planning and decision-making across government agencies and the private sector.

Please note that total FY 2026 CTP Program Funding is $41,000,000 across 9 regions.
