About this opportunity

The Federal Emergency Management Agency is soliciting applications for cooperative agreements under the Fiscal Year 2026 Cooperating Technical Partners Program for Region 4, with an application deadline of August 17, 2026. Total program funding across nine FEMA regions is $41 million, distributed among approximately 100 awards with individual award ceilings ranging from zero to $5 million; no cost-share requirement applies.

Eligible applicants include city and county governments, federally recognized tribal governments, institutions of higher education, 501(c)(3) nonprofits, special district governments, state governments, and territories. Applicants must maintain an active Partnership Agreement with FEMA and be registered with SAM.gov and Grants.gov. For FY 2026, eligible project types are limited to Flood Risk Projects, Letter of Map Revision Review Activities, and Project Management; Communications Outreach and Mitigation Strategies and Special Projects are ineligible. Funds may not support construction, equipment, international travel, or operational overtime.

The period of performance runs October 1, 2026, through September 30, 2029 (36 months), with an anticipated award date of no later than September 30, 2026. CTPs develop flood hazard data and maps to increase public awareness of flood risk and strengthen local decision-making capacity. All work must comply with FEMA's Standards for Flood Risk Analysis and Mapping, Revision 14 (December 2023), and recipients must enter project data into the Mapping Information Platform and execute an active Information Sharing Access Agreement. Recipients must maintain quality assurance and control of deliverables, report quarterly on performance measures, and ensure activity completion within 120 days and Letter of Map Revision or Conditional Letter of Map Revision case completion within regulatory timeframes.

CFDA 97.045.

Synopsis

The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.

With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk. The data that the program provides also contributes to responsible planning and decision-making across government agencies and the private sector.

Please note that total FY 2026 CTP Program Funding is $41,000,000 across 9 regions.
