About this opportunity
The Federal Emergency Management Agency is soliciting cooperative agreement applications for the Fiscal Year 2026 Cooperating Technical Partners Program Region 3, with applications due August 17, 2026. The program has no cost share requirement. Total FY 2026 funding across all nine regions is $41 million, with approximately 100 anticipated awards and an individual award ceiling of $5 million.
Eligible applicants include city or township governments, county governments, federally recognized tribal governments, institutions of higher education, 501(c)(3) nonprofits, special district governments, state governments, and territories. Applicants must have an active Partnership Agreement with FEMA and must register with SAM.gov and Grants.gov.
The period of performance runs from October 1, 2026, through September 30, 2029 (36 months). The program funds flood hazard data and mapping development to increase community awareness of flood risk and inform decision-making across government and the private sector. Allowable project types are limited to Project Management, Letter of Map Revision Review Activities, and Flood Risk Projects; construction, special projects, and Communications Outreach and Mitigation Strategies are explicitly unallowable in FY 2026. The program prioritizes finishing existing mapping projects rather than initiating new studies.
Recipients must develop a quality assurance and control management plan, enter project data in FEMA's Mapping Information Platform, execute an active Information Sharing Access Agreement, and comply with FEMA's Standards for Flood Risk Analysis and Mapping, Revision 14. Indirect costs are allowable with appropriate documentation. Recipients must submit quarterly financial and performance reports and final closeout documentation within 120 days of the period's end. Award notifications are anticipated no later than September 30, 2026.

Synopsis
Changed Post Date from 7/1/26 to 6/30/26 -
The Cooperating Technical Partners Program (CTP) is one mechanism that FEMA and the National Flood Insurance Program (NFIP) use to deliver flood information to communities. CTP recipients develop flood hazard data and maps for communities to increase public awareness of flood risk and potential actions to reduce that risk.
With flood mapping capacity and capabilities, CTPs strengthen the local ability to make informed decisions about reducing flood risk. The data that the program provides also contributes to responsible planning and decision-making across government agencies and the private sector.
Please note that total FY 2026 CTP Program Funding is $41,000,000 across 9 regions.
