About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking applications for the Fiscal Year 2025 Regional Catastrophic Preparedness Grant Program (RCPGP), which aims to build state and local capacity to manage catastrophic incidents through regional collaboration. This grant opportunity is specifically limited to State Administrative Agencies (SAAs) in six states: Alaska, California, Colorado, Florida, North Carolina, and Texas. Applicants must submit a single regional project addressing capability gaps identified through their Threat and Hazard Identification and Risk Assessment (THIRA) and Stakeholder Preparedness Review (SPR), with a strategic focus on three core capabilities: Housing, Community Resilience, and Long-Term Vulnerability Reduction. The evaluation will prioritize projects that demonstrate readiness and extreme weather resilience, with a particular emphasis on supporting disaster-vulnerable communities. The application deadline is August 15, 2025, at 5:00 p.m. ET, with applications to be submitted through FEMA Grants Outcomes (GO) at https://go.fema.gov/.
The total funding pool is $10,800,000, with each of the six states receiving $1,800,000 in grant funding. The performance period for awarded grants will run from October 1, 2025, to September 30, 2028, providing a three-year window for project implementation. Funding is restricted to planning, organization, training, and exercise activities, with no allowances for equipment, construction, renovation, or traditional public safety personnel costs. The anticipated award date is September 30, 2025, with the grant focusing on improving regional preparedness, response, recovery, and overall resilience in catastrophic events. Applicants should prepare comprehensive regional planning projects that address specific capability gaps and demonstrate innovative approaches to disaster preparedness.
