About this opportunity
The Fiscal Year 2025 Port Security Grant Program (PSGP), administered by the Federal Emergency Management Agency (FEMA), seeks to enhance maritime transportation infrastructure security by providing grants to state, local, and private sector maritime partners. The program aims to protect critical surface transportation infrastructure from terrorist attacks, major disasters, and emergencies through a comprehensive range of security-focused projects. Eligible applicants include port authorities, facility operators, and government agencies subject to Area Maritime Security Plans, with projects spanning planning, operational activities, equipment acquisition, training, and exercises. Evaluation criteria prioritize projects that address national security priorities such as protecting soft targets, supporting Homeland Security Task Forces, enhancing cybersecurity, improving election security, and responding to border crises. Applications must be submitted through the FEMA Grants Outcomes (GO) system between August 1-15, 2025, with a specific application window from 12:00 PM ET on August 1 to 5:00 PM ET on August 15.
The PSGP will distribute approximately $90 million through roughly 200 awards, with individual grant amounts ranging from $10,000 to $6.5 million. Award recipients will be required to provide a cost share of 25% for public sector entities and 50% for private sector entities, with potential exceptions for smaller projects. The performance period for selected projects will run from September 1, 2025, to August 31, 2028, allowing recipients substantial time to implement maritime security enhancements. Typical fundable projects include patrol vessels, communications equipment, surveillance systems, cybersecurity improvements, security personnel hiring, and maritime security training and exercises. Funding selections are anticipated by August 23, 2025, with final awards expected by September 30, 2025.
Synopsis
The Fiscal Year (FY) 2025 Port Security Grant Program (PSGP) is one of four grant programs that constitute DHS/FEMA's focus on transportation infrastructure security activities. These grant programs are part of a comprehensive set of measures authorized by Congress and implemented by the Administration to help strengthen the nation's critical infrastructure against risks associated with potential terrorist attacks. The PSGP provides funds to state, local, and private sector maritime partners to support increased port-wide risk management and protect critical surface transportation infrastructure from acts of terrorism, major disasters, and other emergencies. The PSGP supports critical national seaports/terminals to enhance port security through enhanced facility and operational security. PSGP allows for a broad range of projects to be funded as long as they are applicable to enhancing maritime security capabilities. The entire breadth of the POETE (planning, operational, equipment, training, and exercise) is allowable under PSGP. Typical types of projects include:
• Patrol vessels
• Communications equipment
• Surveillance equipment
• Cybersecurity enhancements
• Hiring NEW security personnel
• Plan development
• Maritime security training
• Maritime security exercises
Projects that are not primarily dedicated to the enhancement of maritime security capabilities (i.e., citywide projects, or business related projects) are not eligible.
Applicants can submit applications for this funding opportunity through FEMA Grants Outcomes (GO). Access the system at https://go.fema.gov/.
