About this opportunity

The Fiscal Year 2025 Nonprofit Security Grant Program (NSGP), administered by the Federal Emergency Management Agency (FEMA), seeks to improve physical and cybersecurity for nonprofit organizations at risk of terrorist or extremist attacks. Eligible applicants are 501(c)(3) nonprofit organizations that can demonstrate vulnerability to potential threats, with applications submitted through State Administrative Agencies. The program prioritizes organizations with ideology-based, spiritual, or religious missions, with a scoring multiplier that favors these entities. Evaluation criteria will assess the organization's risk profile, proposed security improvements, project feasibility, and alignment with national priority areas. The application period runs from July 28, 2025, to August 11, 2025, with anticipated award announcements by September 30, 2025.

The total funding for the program is $274.5 million, equally divided between NSGP-Urban Area ($137.25 million) and NSGP-State ($137.25 million) funding streams. Nonprofits can apply for up to $200,000 per site, with a maximum of three sites per funding stream and six sites per state. Award amounts will range from $261,630 to $29.9 million for urban areas and $1.05 million to $4.7 million for state-level grants. The performance period will span from September 1, 2025, to August 31, 2028, allowing organizations to implement security enhancements such as access control systems, surveillance equipment, lighting, and barriers.
