About this opportunity

The Federal Emergency Management Agency (FEMA) is soliciting applications for the Fiscal Year 2025 Homeland Security National Training Program (HSNTP) Continuing Training Grants (CTG), aimed at building, sustaining, and delivering core capabilities through training to achieve national preparedness goals. The program focuses on two primary training areas: Rural and Tribal Preparedness Training and National Special Security Event Preparedness Training. Eligible applicants include state governments, territories, city/county governments, federally recognized Tribal governments, nonprofits, and educational institutions. Applications will be evaluated based on technical merit, national impact, audience alignment, organizational experience, and budget completeness. The application period opens on August 1, 2025, at 12:00 p.m. Eastern Time and closes on August 15, 2025, at 11:59 p.m. Eastern Time, with applicants required to submit a 15-page narrative proposal through FEMA Grants Outcomes (GO) system.

FEMA is offering up to $5.4 million in total funding, with 2-5 anticipated awards ranging from $0 to $5.4 million. The period of performance will run from September 1, 2025, to August 31, 2028, providing a three-year window for grantees to implement their training programs. The grant supports the development and delivery of specialized training for emergency responders, homeland security personnel, and related professionals across state, local, tribal, and territorial jurisdictions. The ultimate goal is to enhance national preparedness capabilities by strengthening community resilience and improving collective response to potential threats and hazards.
