About this opportunity
The Federal Emergency Management Agency (FEMA) is seeking applicants through the Building Resilient Infrastructure and Communities (BRIC) program to fund hazard mitigation activities designed to enhance infrastructure resilience against natural hazards including floods, wildfires, earthquakes, and severe weather events. Eligible applicants include state governments, U.S. territories, federally recognized tribal governments, county governments, and city/township governments, with subapplicants including local governments and special districts. Key requirements include demonstrating cost-effectiveness through FEMA's Benefit Cost Analysis methodology, maintaining an active System for Award Management registration, possessing a current FEMA-approved hazard mitigation plan, and complying with environmental planning, historic preservation, and Build America Buy America provisions. The program prioritizes infrastructure construction projects ready for immediate implementation and modern building code adoption and enforcement activities. Applications must be submitted through FEMA Grants Outcomes (GO) by July 23, 2026, at 3:00 p.m. Eastern Time.
The BRIC program makes $1 billion in federal funds available across five funding categories: State/Territory Allocation ($112 million with $2 million per state cap), Tribal Set-Aside ($50 million), State/Territory Building Code Plus-Up ($56 million with $1 million per state cap), Tribal Building Code Plus-Up ($25 million), and National Competition ($757 million with $20 million per project cap). The standard cost share requirement is 75% federal and 25% non-federal, with enhanced rates of 90% federal and 10% non-federal available for small impoverished communities and 100% federal funding for insular areas when applicable. Projects will have a 36-month period of performance from the award date, with recipients required to submit quarterly financial and programmatic performance reports throughout the grant period.
Synopsis
The Building Resilient Infrastructure and Communities (BRIC) grant program makes federal funds available to states, U.S. territories, federally recognized tribal governments,, and local governments for hazard mitigation activities. It does so by recognizing the need to upgrade and modernize the nation's infrastructure against the growing risks to communities and the need for natural hazard risk mitigation activities that promote resilience with respect to natural hazards.
Certain awards made under this funding opportunity may be funded, in whole or in part, by the Infrastructure Investment and Jobs Act (IIJA). The IIJA appropriates billions of dollars to FEMA to promote resilient infrastructure, respond to the impacts of natural weather disasters, and equip our nation with the resources to combat its most pressing natural hazard threats.
BRIC aims to shift the focus of federal investments away from reactive post-disaster spending towards proactive infrastructure-focused hazard mitigation. For this funding opportunity, the program prioritizes investment in infrastructure and construction projects that deliver immediate, measurable risk reduction to communities vulnerable to natural hazards. BRIC emphasizes the adoption and enforcement of modern building codes and limits capability- and capacity-building activities to those directly tied to infrastructure resilience, such as building code adoption and enforcement.
Applicants can submit applications for this funding opportunity through FEMA Grants Outcomes (GO). Access the system at https://go.fema.gov/."
