About this opportunity
The Fiscal Year 2023 Case Management Pilot Program (CMPP) is a grant opportunity offered by the Federal Emergency Management Agency (FEMA) under the Department of Homeland Security. The CMPP makes $20 million available to the CMPP National Board, chaired by the Officer for Civil Rights and Civil Liberties, to award to eligible local governments and nonprofit organizations. These subrecipients will then provide voluntary case management and other services to eligible non-detained noncitizens enrolled in the program, such as mental health services, trafficking screening, legal orientation, cultural orientation, and reintegration services. The application period opens on May 6, 2024 and closes on June 6, 2024, with anticipated award decisions by July 1, 2024. The period of performance is 36 months.
The CMPP has a total funding level of $20 million, with the specific award amounts to be determined by the CMPP National Board based on the solicitation responses received from local government and nonprofit applicants. Services are to be provided to eligible noncitizens in geographic locations served by the CMPP, with no specific location requirements stated in the grant opportunity.
Synopsis
The Case Management Pilot Program (CMPP) makes funds available through a solicitation to local governments and/or nonprofits to provide voluntary case management and other services to eligible noncitizens. CMPP funds will be awarded through a competitive solicitation process to eligible subrecipients by the CMPP National Board, chaired by the Officer for Civil Rights and Civil Liberties. CMPP services are to be made available to non-detained eligible noncitizens in geographic locations served by the CMPP. Services can include: mental health services; human trafficking screening; legal orientation programs; cultural orientation programs; connections to social services; and for individuals who will be removed, reintegration services. Once awarded, the National Board will release its own solicitation to request applications from local governments and nonprofit organizations to provide CMPP services to eligible noncitizens enrolled in the program.
