About this opportunity
The Department of Health and Human Services Administration for Community Living (ACL) through its National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) is seeking research proposals that generate new scientific knowledge and improve understanding of disability and rehabilitation issues to maximize inclusion, employment, and independent living for individuals with disabilities, particularly those with the greatest support needs. This funding opportunity is restricted to minority-serving institutions (MSIs), including historically Black colleges and universities, Hispanic-serving institutions, American Indian tribal colleges or universities, and other institutions with at least 50 percent minority enrollment. Applicants must address one or more of eight invitational priorities including chronic conditions, family caregiving, aging with disability, airline accessibility, emergency preparedness, social and built environments, school experiences, and workplace experiences. Applications will be evaluated based on five criteria: importance of the problem (20 points), design of research activities (60 points), project staff quality (15 points), and adequacy and accessibility of resources (5 points). The Letter of Intent is due March 17, 2026, with final applications due April 13, 2026, and an anticipated project start date of September 1, 2026.
The estimated total funding is $500,000 with expected two awards, with each award providing between $245,000 and $250,000 per budget period across a 36-month project period consisting of three 12-month budget periods. NIDILRR plans to make up to three FIP-MSI awards that may combine research and development applications depending on peer review panel rankings. Work will be performed at the applicant MSI institutions and their partner organizations nationwide, with required submission of an SF-424 form, detailed budget narratives, a project narrative limited to 40 pages, work plan, biosketches, letters of commitment, a data management plan, and proof of nonprofit status if applicable. All applications must demonstrate compliance with Section 508 accessibility requirements for materials and technology products.
Synopsis
The purpose of the Field Initiated Projects (FIP) program is to generate new knowledge through reseach or to develop methods, products, procedures, or rehabilitation technologies -- to maximize the full inclusion and integration into society, employment, independent living, family/caregiver support, and economic and self-sufficiency of people with disabilities, especially people with disabilities who have the greatest support needs. Another purpose of this grant opportunity is to improve the capacity of minority serving institutions (MSI) to conduct high-quality disability and rehabilitaiton research and development. In carrying out a research project under a Field Initiated Projects research grant, a grantee must identify one or more hypotheses or research questions and, based on the hypotheses or research questions identified, perform an intensive, systematic study directed toward producing (1) new scientific knowledge, or (2) better understanding of the subject, problem studied, or body of knowledge. Please note that this will be the funding opportunity for FIP-MSI Research proposals. We will invite FIP-MSI Development proposals under a separate announcement. NIDILRR plans to make three FIP-MSI awards. NIDILRR's FIP-MSI grants will include a combination of research applications and development applications, depending on the combined ranking of individual research and development applications by the peer review panel. Grants will have a 36-month project period, with three 12-month budget periods.
