About this opportunity

The National Institute on Disability, Independent Living, and Rehabilitation Research (NIDILRR) within the Department of Health and Human Services Administration for Community Living is soliciting development applications to create materials, devices, systems, methods, measures, techniques, tools, prototypes, processes, or intervention protocols that benefit individuals with disabilities. Eligible applicants are limited to minority-serving institutions, including historically black colleges or universities, Hispanic-serving institutions, American Indian tribal colleges or universities, and other institutions of higher education with at least 50 percent minority enrollment, with particular interest in applications from Indian tribes and tribal colleges. Proposed development activities must align with one of eight invitational priorities including chronic conditions, family caregiving, aging with disability, airline travel accessibility, emergency preparedness, community participation, school experiences, and workplace experiences for adults with disabilities. Applications will be evaluated on five criteria: importance of the problem (20 points), design of development activities (60 points), project staff quality (15 points), and adequacy and accessibility of resources (5 points). A letter of intent is due by March 17, 2026, with final applications required by April 13, 2026, and an informational conference call scheduled for February 24, 2026.

NIDILRR plans to award approximately four FIP-MSI grants with an estimated total funding of $250,000 per budget period, with an award ceiling of $250,000 and floor of $245,000 per budget period over a 36-month project period divided into three 12-month budget periods. No cost sharing or matching is required, though applicants may voluntarily contribute non-federal resources. Projects will be performed at recipient institutions and organizations nationwide, with work conducted in collaboration with disability stakeholders and service providers in compliance with Section 508 of the Rehabilitation Act and including a data management plan for public data availability.

Synopsis

The purpose of the Field Initiated Projects (FIP) program is to generate new knowledge through research or to develop methods, products, procedures, or rehabilitation technologies -- to maximize the full inclusion and integration into society, employment, independent living, family/caregiver support, and economic and self-sufficiency of people with disabilities, especially people with disabilities who have the greatest support needs. Another purpose of this grant opportunity is to improve the capacity of minority serving institutions (MSI) to conduct high-quality disability and rehabilitation research and development. In carrying out a development project under a FIP development grant, a grantee must use knowledge and understanding gained from research to create materials, devices, systems, methods, measures, techniques, tools, prototypes, processes, or intervention protocols that are beneficial to the target population of people with disabilities. Please note that this will be the funding opportunity for FIP-MSI Development proposals. We will invite FIP-MSI Research proposals under a separate announcement. NIDILRR plans to make three FIP-MSI awards. NIDILRR's FIP-MSI grants will include a combination of research applications and development applications, depending on the combined ranking of individual research and development applications by the peer review panel. Grants will have a 36- month project period, with three 12-month budget periods.
