About this opportunity
The Department of Health and Human Services Administration for Community Living (NIDILRR) is forecasting a competitive grant opportunity under the Field Initiated Projects Program (Development) to fund development of methods, products, devices, systems, prototypes, or intervention protocols that maximize inclusion and employment of people with disabilities, particularly those with the greatest support needs. This is a development-focused announcement; research proposals will be invited under a separate solicitation.
Eligible applicants include states, cities, counties, special districts, tribal governments, federally recognized and non-federally recognized tribal organizations, public and private agencies (including for-profit), institutions of higher education (public and private), 501(c)(3) nonprofits, non-501(c)(3) nonprofits, and small businesses. Faith-based and community organizations meeting eligibility requirements may compete. Foreign entities are not eligible.
NIDILRR plans to make 16 Field Initiated Projects awards total, combining both research and development applications based on peer review ranking. Each grant carries a 36-month project period structured as three 12-month budget periods. Continuation funding beyond the first 12 months requires evidence of substantial progress and depends on appropriations availability; awards may be renewed annually for up to five years.
Grantees must submit annual progress reports to receive continuation funding. Development projects must use knowledge from research to create tangible outputs benefiting the target population of people with disabilities. Selection criteria include proposal quality and rigor, adequacy of facilities and personnel, demonstrated relevance to current rehabilitation needs, reasonable estimated cost relative to anticipated results, organizational capacity, coordination with regional and state programs, and evidence of applicant knowledge of rehabilitation issues and related research activities.
CFDA 93.433.
Forecast synopsis
The purpose of the Field Initiated Projects program is to generate new knowledge through research or to develop methods, products, procedures, or technologies -- to maximize the full inclusion and integration into society, employment, independent living, family/caregiver support, and economic and self-sufficiency of people with disabilities, especially people with disabilities who have the greatest support needs. In carrying out a development project under a Field Initiated Projects development grant, a grantee must use knowledge and understanding gained from research to create materials, devices, systems, methods, measures, techniques, tools, prototypes, processes, or intervention protocols that are beneficial to the target population of people with disabilities. Please note that this will be the funding opportunity for Field Initiated Projects development proposals. We will invite Field Initiated Projects research proposals under a separate announcement. NIDILRR plans to make 16 Field Initiated Projects awards. NIDILRR's Field Initiated Projects will include a combination of research applications and development applications, depending on the combined ranking of individual research and development applications by the peer review panel. Grants will have a 36-month project period, with three 12-month budget periods.
