About this opportunity

The Small Business Administration seeks applicants for the Federal and State Technology (FAST) Partnership Program cooperative agreements to strengthen technological competitiveness of small businesses through SBIR/STTR outreach and education, with an application deadline of July 29, 2026. Applicants must be located in one of 13 specified states or territories (American Samoa, Connecticut, District of Columbia, Guam, Maryland, Massachusetts, Nevada, Northern Mariana Islands, Oregon, South Carolina, Washington, Vermont, and Virgin Islands) and must secure endorsement from the state governor or authorized designee. Organizations with outstanding federal financial obligations, suspension or debarment status, unresolved audit deficiencies, prior involuntary FAST award terminations, bankruptcy within five years, or located in states with existing funded FAST recipients are ineligible.

Non-federal matching funds are required at rates of 50, 75, or 100 percent depending on state SBIR/STTR award rankings, with at least 50 percent of the match in cash. A total of $9 million in FY 2026 funding is available, with individual awards capped at $180,000 maximum. The 12-month performance period begins September 30, 2026.

Evaluation focuses on Organizational Experience and Capacity (25 points), Project Management (10 points), Coordination Across State and Regional SBIR/STTR Efforts (25 points), and Project Design (40 points, subdivided into General Program Details of 30 points and Rural Outreach Capacity of 10 points). Recipients must submit quarterly financial and performance reports using SF-425 and SF-PPR forms within 15 days of each quarter's completion, with final cumulative reports due 30 days after project closeout. CFDA 59.058.
