About this opportunity
The National Institute of Food and Agriculture (NIFA) seeks applicants for competitive grants to establish regional and national stress assistance networks serving farmers, ranchers, fishers, agricultural workers, and non-industrial private forest owners, with applications due August 10, 2026 at 5:00 PM Eastern Time.
Eligible applicants are Indian tribes, state departments of agriculture, state cooperative extension services, qualified nonprofit organizations, and partnerships of two or more such entities. Applicants must propose collaborative networks; regional center applicants must demonstrate a collaborative network of at least three separately operated entities with established working histories in the targeted region. No matching funds are required.
NIFA will award approximately $9,583,300 total in fiscal year 2026 funding. Two distinct award tracks exist: four Regional Centers serving Northeast, North Central, Southern, and Western regions, with anticipated funding of approximately $2,145,825 annually per center over four years; and one National Farmer Distress Helpline with anticipated funding of approximately $1,000,000 annually over four years. Individual award ceilings are $8,583,300 total (Regional Centers across 4 years) and $4,000,000 total (National Helpline across 4 years). Indirect costs cannot exceed 30 percent of total federal funds awarded.
Regional Centers must deliver education, training, referrals, and community-based support groups through regional websites and strategic partnerships. The National Farmer Distress Helpline must operate 24/7/365 via phone and text with evidence-based crisis intervention protocols, maintain 90% or higher rapid response rates, provide language interpretation services, and maintain interoperability with the 988 Suicide & Crisis Lifeline.
Applications require a data management plan, commitment letters from partners, project narratives (22 pages maximum for regional centers), budgets with quarterly timelines, logic models, and evaluation plans. NIFA evaluates applications using equally weighted criteria: partnerships and collaboration, relevancy, technical merit, achievability, expertise and track record, adequacy of support personnel and facilities, outcome-based reporting plans, and data management plans. Projects operate under four-year continuation grants (CFDA 10.525).
Synopsis
The FRSAN program, under assistance listing number 10.525, is to establish a network that connects individuals who are engaged in farming, ranching, and other agriculture-related occupations to stress assistance programs.
