About this opportunity

The Department of Housing and Urban Development seeks applications for the Fair Housing Initiatives Program - Fair Housing Organizations Initiative for FY2025 and FY2026, with applications due August 6, 2026. Approximately $50.1 million in funding is available across five components: FHOI-General Component ($25 million), FHOI-Sustainable Partnership for Accessibility ($10.025 million), FHOI-National Testing Partnership Development ($5.025 million), FHOI-National Intake Support Partnership ($5.025 million), and FHOI-National Litigation Support Partnership ($5.025 million). HUD anticipates making approximately five awards total, with award amounts ranging from $2 million to $25 million depending on the component selected and a 24-month project period (two consecutive 12-month performance and budget periods).

Eligible applicants include qualified fair housing enforcement organizations, private nonprofit fair housing enforcement organizations, nonprofit organizations building capacity to provide fair housing enforcement, and other public or private nonprofit entities formulating programs to prevent or eliminate discriminatory housing practices. Universities with ABA-approved law schools and architecture schools may also apply. Nonprofit applicants must maintain 501(c)(3) tax-exempt status. Critical eligibility restrictions apply: FHIP funding cannot exceed 50 percent of an organization's annual operating budget; applications without separate statements of work and budgets for each 12-month period are ineligible; organizations with unresolved civil rights violations or "poor" performance ratings on prior FHIP grants within five years are ineligible; and applicants cannot receive funding from both FY2025/2026 FHOI and FY2026 PEI or EOI initiatives.

All activities must directly address fair housing enforcement related to protected characteristics (race, color, religion, sex, disability, familial status, national origin) under the Fair Housing Act or equivalent state or local laws. Award recipients will enter into cooperative agreements with HUD requiring substantial federal involvement in deliverables and work plans. The anticipated award date is September 30, 2026, with an estimated performance period start date of February 1, 2027 through January 31, 2029. Applications must be submitted through Grants.gov and include federal forms, narratives addressing four rating factors, and documentation of 501(c)(3) status for nonprofits. CFDA 14.417.

Synopsis

The program funds organizations to build capacity to engage in fair housing enforcement activities and fair housing enforcement related activities, and engage in such activities for the purpose of supporting the continued development or implementation of initiatives which enforce the rights granted under the Fair Housing Act, particularly in those areas of the country which are currently underserved by fair housing enforcement organizations as well as those areas where large concentrations of people with protected characteristics exist.
