About this opportunity
The Department of Housing and Urban Development (HUD) is seeking nonprofit organizations to build capacity for fair housing enforcement through the Fair Housing Initiatives Program - Fair Housing Organizations Initiative (FHOI). This grant opportunity focuses on supporting non-profit organizations that investigate housing discrimination, conduct testing, and educate communities about fair housing rights under the Fair Housing Act. The program offers two components: the Continued Development Component (CDC) and the Establishing New Organizations Component (ENOC), targeting qualified fair housing enforcement organizations and nonprofits working to develop fair housing enforcement capabilities. Applicants will be evaluated competitively based on rating factors including organizational capacity, project need, proposed solution, statement of work, and ability to measure results. The application deadline is August 21, 2025, with an anticipated award date of September 25, 2025.
The funding opportunity has approximately $3,700,000 available, with HUD expecting to make around 8 total awards. For the CDC, grants will range from $100,000 to $260,000 for a 12-18 month project period, while the ENOC will provide $250,000 to $1,880,000 for a 36-month period to establish new fair housing enforcement organizations. Eligible applicants include Qualified Fair Housing Enforcement Organizations, Fair Housing Enforcement Organizations, and nonprofits focused on building fair housing enforcement capacity. The program aims to support organizations across the United States, with a particular emphasis on serving underserved and rural communities, and addressing discrimination related to emerging issues such as sexual orientation, gender identity, source of income, and religious bias.
Synopsis
The FHIP Fair Housing Organizations Initiative (FHOI) provides funding to build the capacity of non-profit fair housing organizations to provide fair housing enforcement, for the purpose of supporting the continued development or implementation of initiatives which enforce the rights granted under the Fair Housing Act [42 USC 3616a(c)]. FHOI also strengthens the fair housing movement nationally by assisting in the creation and growth of organizations that focus on localized rights and needs. This NOFO makes available competitive funding under two components: Continued Development Component (CDC) and the Establishing New Organizations Component (ENOC).
