About this opportunity
The Department of Housing and Urban Development seeks applicants for the Fair Housing Initiatives Program Administrative Enforcement Initiative, soliciting applications for approximately $10 million in grant funding with an application deadline of August 6, 2026. Eligible applicants are limited to State and local fair housing enforcement agencies currently participating in the Fair Housing Assistance Program that administer substantially equivalent fair housing laws. Applicants must not have received a "poor (unsatisfactory)" performance rating on any prior FHIP grant within the past five years and cannot be under suspension or performance improvement plans.
HUD expects to make approximately three total awards: two under the AEI-Technology and Efficiency component at a maximum of $4.5 million each (with $1 million to $2.25 million per 12-month period), and one under the AEI-Religious Discrimination component at a maximum of $1 million (with $250,000 to $500,000 per 12-month period). The performance period runs from February 1, 2027 through January 31, 2029, structured as two consecutive 12-month periods with separate Statements of Work and budgets required for each period.
Recipients must develop, implement, carry out, or coordinate programs and activities designed to obtain enforcement of fair housing rights under the Fair Housing Act or State or local laws providing substantially equivalent rights and remedies. AEI-Technology and Efficiency funding supports technology improvements, process enhancements, and technical assistance to strengthen enforcement capabilities and coordinate with HUD and FHIP organizations. AEI-Religious Discrimination funding targets enforcement activities and education related to religious discrimination, including anti-Christian and anti-Semitic bias.
Applications must be submitted electronically through Grants.gov and evaluated competitively on four mandatory rating factors worth 100 points total plus up to 7 preference points. All applicants must maintain active registrations in SAM.gov and Grants.gov. Anticipated award date is September 30, 2026. CFDA 14.417.
Synopsis
Recipients must use AEI funds to "develop, implement, carry out, or coordinate programs or activities designed to obtain enforcement of the rights granted by [the Act] or by State or local laws that provide rights and remedies for alleged discriminatory housing practices that are substantially equivalent to the rights and remedies provided in [the Act]..." 42 USC § 3616a(a); 24 CFR § 125.201.
