About this opportunity

The Federal Aviation Administration is accepting applications for the FY 2026 Aircraft Pilots Workforce Development Grant Program on June 22, 2026, with approximately $13 million available to fund an estimated 13 recipients at a maximum of $1 million per award over a 24-month performance period. At least 20 percent of total funded amounts must support the Willa Brown Aviation Education Program in counties containing qualified opportunity zones under Section 1400Z-1(a) of the Internal Revenue Code.

Eligible applicants include air carriers, educational institutions, flight schools, labor organizations representing professional aircraft pilots, aviation-related nonprofit organizations, and state, local, territorial, and tribal governmental entities. No cost share or matching contributions are required.

The program attracts future aircraft pilots and unmanned aircraft systems operators to the aviation industry throughout the United States and U.S. territories. Eligible projects support education and recruitment through activities such as creating aviation curricula, establishing scholarships and apprenticeships, providing instructor training, and supporting military-to-civilian career transitions.

Applications are evaluated on four criteria with a 100-point scale: Project Plan (30 points), Applicant Resources and Capabilities (20 points), Project Impact (30 points), and Project Administration and Monitoring (20 points). The minimum acceptable score is 71 points; only applications receiving "Meets Standards" or "Exceeds Standards" ratings will be considered for funding. Recipients must submit quarterly progress reports and a final closeout report within 120 days of project completion, tracking metrics including participant enrollment, certifications earned, and job placements.

CFDA 20.111. Anticipated award announcements occur in the fourth quarter of fiscal year 2026 (July-September).
