About this opportunity

The U.S. Fish and Wildlife Service is soliciting applications for Aquatic Invasive Species Grants to Great Lakes Tribes under the Great Lakes Restoration Initiative, with a pre-proposal deadline of 11:59 p.m. Eastern Standard Time 60 days after the NOFO posts to grants.gov (application due date December 31, 2026). Eligibility is strictly limited to Great Lakes tribes or entities designated by these tribes; cost sharing is not required but is considered favorably in review.

The program anticipates distributing $300,000 across approximately three awards, with individual award amounts ranging from $20,000 (floor) to $100,000 (ceiling). Awards are issued as Cooperative Agreements or Grants. The anticipated project period runs October 1, 2026, through December 31, 2028, with work performed in the Great Lakes Basin or adjacent areas that substantially prevent or control aquatic invasive species infiltration into the basin.

Proposed work must develop and/or implement Great Lakes Tribal Aquatic Invasive Species Management Plans, with eligible activities including outreach, boat ramp inspections, law enforcement, early detection, rapid response, and control efforts. Invasive carp work is eligible only if initially submitted and vetted through the Invasive Carp Regional Coordinating Committee's annual approval process.

The two-stage application process requires pre-proposals (Project Narrative and Budget Narrative) submitted via email to fws3_fisheries_grants@fws.gov. A USFWS merit review panel ranks pre-proposals by interagency coordination, potential to address AIS prevention vectors, early detection and rapid response capability, containment and control potential, long-term sustainability, scientific soundness, assessment mechanisms, applicant qualifications, expenditure rates, and implementation timeline. Approved applicants then submit full proposals via GrantSolutions within 60 days. Recipients must obtain a Unique Entity Identifier via SAM.gov registration (unless applying as natural persons), submit semi-annual Federal Financial Reports and Program Performance reports, and comply with GLRI Performance Measures reporting. Assistance Listing 15.662.

Synopsis

Using appropriations to the Great Lakes Restoration Initiative (GLRI), the U.S. Fish and Wildlife Service (FWS) anticipates providing grants to support development and/or implementation of Great Lakes Tribal Aquatic Invasive Species Management Plans (Tribal AIS Plans). Therefore, a Tribal AIS Plan must be in place that supports the proposed work, or development of such a plan must be a part of the proposed work. All tribal grants will be awarded based on a competitive process for which only Great Lakes tribes or their designee are eligible.

Eligibility

We are seeking applications from tribal natural resource agencies/organizations in the Great Lakes Basin. However, a tribal agency may designate an entity (of any type) to apply for the award on their behalf.
