About this opportunity
The U.S. Fish and Wildlife Service, operating under the Department of the Interior, is soliciting grant applications for the Clean Vessel Act (CVA) Program (F26AS00013) to fund the construction, renovation, operation, and maintenance of sewage pumpout stations and waste reception facilities for recreational vessels. Eligible applicants are designated state and territorial government agencies from the 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands. Key requirements include submission of a 25% non-federal cost share (waived for specified territories), registration in SAM.gov with a Unique Entity Identifier, and comprehensive application documentation including project narratives, budgets, and conflict-of-interest disclosures. The evaluation process assesses eligibility, merit based on budget reasonableness and alignment with CVA objectives, and organizational risk. The application deadline is July 22, 2026, at 11:59 PM ET, with notifications anticipated by January 2027 and project performance periods running from March 1, 2027, through February 28, 2030.
The program allocates an estimated $15,000,000 in total federal funding across approximately 34 awards, with coastal states eligible to request up to $3,000,000 ($1,500,000 for coastal and $1,500,000 for inland activities) and inland states eligible for up to $1,500,000 per award. Individual award ceilings are $1,500,000, with the federal share not exceeding 75% of total project costs for continental states, Hawaii, Washington D.C., and Puerto Rico, though typical federal portions range from $30,000 to $1,500,000 and average approximately $500,000. Projects will be performed at marinas, waterway access points, and recreational boating facilities across coastal and inland waterways throughout the United States and eligible territories, with recipients required to submit performance and financial reports through the grant period and maintain facilities per grant agreement terms.
Synopsis
The Clean Vessel Act Grant Program (CVA) provides cost sharing awards to designated agencies of the 50 States, the District of Columbia, Puerto Rico, the Northern Mariana Islands, Guam, American Samoa, and the U.S. Virgin Islands to provide recreational boaters with facilities to prevent waste disposal into public waterways and improve recreational boating opportunities. Funding for CVA comes from the Sport Fish Restoration and Boating Trust Fund and is authorized by the Clean Vessel Act of 1992 (33 U.S.C. § 1322 Note) and the Dingell-Johnson Sport Fish Restoration Act (16 U.S.C. § 777 et seq.), as amended. More information is available at the U.S. Fish and Wildlife Service's CVA Home Page.
