About this opportunity

The U.S. Fish and Wildlife Service is seeking grant applications from state governments in Region 3 (Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, Ohio, and Wisconsin) for the Cooperative Endangered Species Conservation Fund Traditional Conservation Grants Program. The principal objective is to support the development and implementation of state programs that conserve and recover threatened and endangered species under FWS jurisdiction. Eligible projects can include management, research, monitoring, and outreach activities focused on federally listed resident species, candidate species, and recently delisted species. Successful applications must clearly demonstrate a direct benefit to the species or its habitat, and will be evaluated based on criteria including species listing status, alignment with recovery plans, technical/scientific merit, and cost-effectiveness. The application deadline is September 19, 2025, with an anticipated project start date of September 30, 2025.

The total estimated funding for this grant opportunity is $633,201, with approximately 8 grants expected to be awarded. The project performance period will run from September 30, 2025, to September 30, 2028, with a mandatory 25% non-Federal cost share requirement. Applicants must submit their proposals through GrantSolutions.gov and meet various registration and reporting requirements. The grants will prioritize projects that have a direct impact on recovering listed species or preventing their extinction, with a focus on conservation efforts within the specified Region 3 states.

Synopsis

The principal objective of the Traditional Conservation Grant Program is to support the development and implementation of State and Territorial (hereafter, "State") programs to conserve and recover threatened and endangered species under FWS jurisdiction. Financial assistance, provided in the form of grants, can be used to support projects that have direct benefits for federally listed species, candidate and eligible unlisted species, and recently delisted species. States may apply for funding to conduct conservation work on federally listed resident species that are included in the State"s cooperative agreement. States may also apply for funding to monitor candidate, eligible unlisted, and recently delisted species. Projects proposed for funding may involve management, research, monitoring, and outreach activities or any combination thereof. Applications should include clear and specific information about how the proposed work would contribute to species recovery or prevent the need to list a species under the Endangered Species Act (ESA). Successful applications will be those that clearly demonstrate a direct benefit to the species or its habitat.
