About this opportunity
The Administration for Community Living (ACL), a component of the Department of Health and Human Services, is seeking a cooperative agreement to expand national capacity for Person-Centered, Trauma-Informed (PCTI) care for Holocaust survivors and other older adults with trauma histories. The primary objectives include developing and embedding PCTI supportive services, making subgrants to agencies positioned to improve trauma-informed service delivery, and establishing a national resource center for training and technical assistance. Applicants must be public or private non-profit entities, including state and local governments, tribal organizations, and higher education institutions, with demonstrated national-level experience in aging services. Evaluation criteria will likely focus on the applicant's capacity to innovate and scale PCTI approaches, ability to provide comprehensive training, and potential to impact service delivery for traumatized older adults. The proposal deadline is July 30, 2025, with the expectation of funding one cooperative agreement for a four-year period.
The federal grant opportunity offers up to $8,389,500 annually, with recipients required to provide a 25% non-federal matching contribution. The project falls under the Special Programs for the Aging, Title IV, and Title II, Discretionary Projects (CFDA 93.048), with a focus on domestic service delivery. The selected organization will be responsible for developing a national resource center, conducting training, and implementing strategies to improve trauma-informed care for older adults across the United States. Performance will primarily occur at a national level, with potential localized implementation through subgrants to community-based organizations.
Synopsis
The purpose of this Notice of Funding Opportunity (NOFO) is to: 1) further develop and embed the principles of person-centered, trauma-informed (PCTI) supportive services for Holocaust survivors living in the United States and other older adults with histories of trauma and their family caregivers; 2) make sub-grants to the agencies best positioned to advance and improve the delivery of person-centered, trauma-informed services for older individuals experiencing the long-term and adverse consequences of trauma; and 3) fully realize the establishment and operation of a national resource center that shares best practices and provides training and technical assistance to the aging services network agencies in the aging network delivering services to older individuals experiencing the long-term and adverse consequences of trauma. ACL will award one cooperative agreement for a period of 3 years to a single entity with the experience and capacity to work at the national level to achieve the goals of this initiative.
