About this opportunity

The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is seeking applications for a $90 million cooperative agreement over 3 years to establish an effective Rapid Response Mechanism (RRM) in Ethiopia. The RRM aims to rapidly respond to urgent humanitarian needs across Ethiopia for vulnerable and shock-affected populations to preserve human dignity and save lives. The program requires multi-sectoral interventions across nutrition, health, water/sanitation/hygiene (WASH), shelter/settlements, protection, and multi-purpose cash assistance. Key requirements include countrywide operational capacity, ability to preposition supplies, robust commodity pipeline management, and coordination with other humanitarian actors. Applicants will be evaluated on technical approach, institutional capacity, local systems strengthening, management/staffing, and adaptive management capabilities. The application deadline is December 19, 2024 and questions are due by November 8, 2024.

This cooperative agreement has a total funding ceiling of $90 million over 3 years, with an estimated start date in March 2025. The RRM is expected to provide life-saving assistance countrywide in Ethiopia to vulnerable and shock-affected populations, with a focus on swift responses within 1-6 months.
