About this opportunity
The Indian Health Service (IHS), within the Department of Health and Human Services, is seeking applications for Tribal Epidemiology Centers (TECs) to strengthen public health capacity for American Indian/Alaska Native tribes and urban Indian communities. Applicants must be federally recognized Indian tribes, tribal organizations, urban Indian organizations, or intertribal consortiums that represent or serve at least 60,000 American Indian/Alaska Native people or 70% of tribal governments within their IHS Service Area. The program requires implementation of seven core TEC functions including data collection, system evaluation, health prioritization, service recommendations, delivery system improvements, technical assistance provision, and disease surveillance. Merit review will evaluate applications using weighted criteria: 10 points for introduction and need, 35 points for objectives and work plan, 20 points for evaluation, 15 points for organizational capabilities, and 20 points for budget justification. The application deadline is July 13, 2026, at 11:59 p.m. ET, with applications submitted through Grants.gov.
The IHS plans to award approximately $35,000,000 across 12 cooperative agreements, with individual awards ranging from $2,000,000 to $3,500,000 for required activities in the first budget period, plus optional activities ranging from $75,000 to $200,000 each. Awards are structured as five consecutive 1-year budget periods for a total five-year performance period, with continuation funding dependent on appropriations and satisfactory progress. Performance will take place within tribal reservations and urban Indian communities nationwide, with the IHS intent to fund sufficient TECs to serve all 12 IHS administrative areas plus the consolidated Urban population area.
Synopsis
The purpose of this NOFO is to strengthen public health capacity of 1) Tribal Epidemiology Centers (TECs) and 2) the Tribes, Tribal Organizations, Urban Indian organizations, and Intertribal Consortiums that they support to fulfill the seven functions of TECs as outlined in the Indian Health Care Improvement Act (IHCIA) at 25 U.S.C. 1621m(b). It is the intent of IHS to fund sufficient TECs to serve Tribes and Urban Indian communities in all 12 IHS administrative areas and serving the Urban population as a consolidated Area. Applicant objectives may include activities beyond the required activities but must address all required activities.
