About this opportunity

The Department of Health and Human Services Public Health Service seeks applications for empirical research on societal, organizational, behavioral, group, and individual factors affecting research integrity, with applications due July 27, 2026.

Eligible applicants include small businesses, for-profit organizations, state and county governments, cities and townships, special district and independent school districts, public and private higher education institutions, federally recognized and non-federally recognized tribal organizations and governments, public or Indian housing authorities, and 501(c)(3) and non-501(c)(3) nonprofits. No cost sharing is required.

Approximately $500,000 in total funding is available for an estimated 2 awards ranging from $150,000 to $250,000 per 12-month budget period. The anticipated award date is September 30, 2026.

Projects must address any combination of four focus areas: exploration of financial, cultural, institutional, and individual factors affecting research integrity; assessment of the effectiveness of policies and training; investigation of reporting and response mechanisms; and examination of artificial intelligence as a potential driver of research integrity or risk factor for research misconduct. All projects must comply with 42 C.F.R. part 93. Research outcomes and developed resources must be disseminated and made freely available to the Public Health Service-funded research community.

The merit review process includes responsiveness and eligibility screening, independent merit panel review using three equally-weighted criteria (project description, outcomes/evaluation/dissemination, and project management/organizational capability), and federal staff technical review. Salary costs are capped at Executive Level II ($228,000 as of January 2026). Indirect costs for training are limited to eight percent of modified total direct costs.

The CFDA number is 93.085. A technical assistance webinar is scheduled for July 13, 2026. Applications must be submitted electronically via Grants.gov with strict formatting requirements: 12-point font, 1-inch margins, 8.5" x 11" pages, double-spacing for narrative text, 30-page limit for project narrative, and 75-page total limit for narrative plus appendices.

Synopsis

We seek applications to conduct empirical research on societal, organizational, behavioral, group, and individual factors that affect integrity in research, focusing on the identification of the root causes of research misconduct and driving factors for research integrity in compliance with 42 C.F.R. part 93. The projects funded under this opportunity must aim to research any combination of the following focus areas: 1) Explore the financial, cultural, institutional, and individual factors; 2) Assess the effectiveness of policies and training; 3) Investigate reporting and response mechanisms; and 4) Examine how artificial intelligence (AI) acts as a potential driver of research integrity or a risk factor for research misconduct.
