About this opportunity
The U.S. Department of State's Embassy in the Philippines is soliciting applications for a cooperative agreement to implement a professional exchange program bringing approximately twelve high-merit educators from the Philippines, Japan, South Korea, Taiwan, and Brunei to the United States, with an application deadline of August 15, 2026, 11:59 PM EST. No cost share or matching is required. One award of a maximum of $250,000 is anticipated, pending availability of funds and approval by the grants officer.
Eligible applicants must be U.S. nonprofit organizations, educational institutions, or individuals with a Unique Entity Identifier registered in SAM.gov, prior experience administering U.S. government grants with auditable financial management systems, and operational capacity for international participant logistics including J-1 visa processing and Fly America Act compliance. Organizations lacking in-house capacity in these areas are encouraged to identify qualified sub-recipient partners. Favorable qualifications include experience with Indo-Pacific professional exchanges, relationships with U.S. educational institutions or AI/EdTech companies, and familiarity with the educational landscapes of participating countries.
The two-week exchange spans at least two U.S. cities and culminates in attendance at SXSW EDU in Austin, Texas (March 13–16, 2027). Activities include structured academic sessions, site visits to U.S. companies working in AI and educational technology, engagement with organizations focused on responsible AI governance and human-centered technology frameworks, and roundtables with American educators and EdTech industry leaders. Each participant must produce a concrete action plan for implementing AI and educational technology approaches within their home institution. Performance period is 12 months, with an anticipated start date of October 1, 2026, and post-program follow-up through August 2027.
Evaluation criteria on a 100-point scale are: Quality and Feasibility of Program Idea (30 points), Organizational Capacity and Record on Previous Grants (25 points), Project Planning and Ability to Achieve Objectives (20 points), Budget (10 points), Monitoring and Evaluation (10 points), and Sustainability (5 points). The program is funded under CFDA 19.022 (Educational and Cultural Exchange Programs Appropriation Overseas Grants), authorized by the Fulbright-Hays Act and administered by the Department of State's Bureau of Educational and Cultural Affairs.
