About this opportunity
The Department of State's Office of the Nonproliferation and Disarmament Fund (ISN/NDF) is seeking proposals from non-profit/non-governmental organizations, international organizations, and educational institutions to advance its nonproliferation mission. The projects should map proliferation and sanctions evasion networks and related illicit actors based in or operating from South or East Africa that are facilitating Russia's aggression in Ukraine or China's Military-Civilian Fusion (MCF) industrial base. The objectives are to assist partner countries in identifying and disrupting these networks through analysis and foreign partner engagement. Proposals must address at least one of the two required lines of effort and are due by July 15, 2024.
Up to $950,000 in total funding is available under this cooperative agreement opportunity. The period of performance can range from 6 to 18 months, with potential for longer durations. Proposals may focus on Russian or Chinese networks and sanctions evasions, or both, and may be country-specific, regional, or sub-regional in scope. Key deliverables include foreign partner engagement events, analytical reports on proliferation network mapping, and regular financial and progress reports.

This analysis will assist partner countries, bilaterally or regionally, advance their counter-proliferation and counter-sanctions evasion activities by helping partners identify and disrupt these networks.
